Die ersten Anregungen und ein Antrag mit dem Ziel einer Abklärung der Möglichkeiten zur Begründung einer Städtepartnerschaft zwischen Kronberg und einer vergleichbaren Stadt in der früheren DDR entsprangen der Initiative der Kronberger SPD-Fraktion. Vom 20. bis 22. April 1988 weilte eine Ballenstedter Delegation in Kronberg, vom 26. bis 29. Juni 1988 war eine Kronberger Verhandlungsdelegation in Ballenstedt.
Die Rahmenbedingungen für eine Verschwisterung wurden in gespannter Atmosphäre vereinbart, am 6. Oktober in Kronberg der Partnerschaftsvertrag besiegelt und am 13.
